Vehicles related to either drivers or companies may be searched for or created within either of those indexes.  They can subsequently be linked to a driver or more than one driver if the vehicle is shared. Additionally they may be linked to the drivers company allowing for the vehicle to be tracked either through the driver or company.
1. Vehicle Searching - As well as any vehicle being searchable via the driver and nominal indexes vehicles have their own dedicated search area where they may be searched for independently.  This area will search for a vehicle countrywide no matter where it has been recorded and will retrieve any connections to drivers or companies.
2. Vehicle Linking - In the same way that a council creating a vehicle or driver is the only user with the ability to delete such data the linking of a driver to a vehicle or company to a vehicle belongs to the council making the link.  If for instance Nottingham City Council created a driver record then only Nottingham City Council would be able to delete it.  If at some stage Rushcliffe Council then linked one of its cars to the driver for some reason only they could break that link,  Nottingham City could not.  The reason for this is to assign the evidence of what was done to a specific council and in fact the actual person within the council creating the driver, vehicle, company or link.  This is for data protection purposes and means that only the person who created the record can be expected to say why it was done.
